Parhelion, also called sun dogs, are bright colored spots of light to the right or left of the sun occuring due to ice crystals in the atmosphere acting as prisms. The spots are always at the same elevation as the sun, and usually seen when the sun is at a low angle. If the crystals are widely scattered, a halo may be seen around the sun.
